not able to create osd keyring

Description

i have set up i mon and i mgr and two osds in a single node.
when i try to create osd keyring via following command:
ceph-osd -i 0 --mkfs --mkkey --osd-uuid <uuid of osd-0>

output is as :

failed to fetch mon config (--no-mon-config to skip)

following error is occurred in the logs
auth v29 caught error when trying to handle auth request, probably malformed request

when I tried to run with following command
osd create <uuid> <osd no> --no-mon-config
keyring is generated

Could not understand why it is so?
after giving this parameter (--no-mon-config) it is getting passed. why?
