migrate to modern redmine

Description
Our redmine install is approaching ancient. I tried a shotgun upgrade and it didn't go well with all of the gem crap that had changed.
To do this properly, safely, I think we need to:
- clone the database
- install a fresh new version in a new location
- install the backlogs plugin
- make sure it works...
- do a final database sync and switcheroo
- Description updated (diff)
Yeah, it would be cool to get the new REST API features of the later versions too.
- Status changed from New to In Progress
- Assignee set to Sandon Van Ness
- % Done changed from 0 to 90
This is mostly done... I have setup a new install at:
http://tracker-dev.ceph.com
There are still just a few issues that need working and I will want multiple people to test it before I call it 'working' as I don't use all the more advance features of redmine or necessarily know whats missing which people use.
