`radosgw-admin bucket limit check` does not show all buckets

Description
`radosgw-admin bucket list` shows 56 buckets. However, `radosgw-admin bucket limit check` shows 55 buckets.
is this expected?
ceph version is v12.2.4
- Project changed from Ceph to rgw

does radosgw-admin bucket list after the limit check still show the 56 bucket, what does the bucket stats --bucket {the-missing-limit-check-bucket} show

the results were same after reshard finished. ╮(╯▽╰)╭
I can't reproduce it now. But I'm sure this is not a miscalculation.
