This should have similar semantics to the qemu task that runs qemu directly, but configure and run the vm via libvirt instead. This is required to automate testing of libvirt.

@Nathan Weinberg: it would be a nice-to-have to round-out testing w/ well known librbd integration points. Plus, we have a long outstanding task to test live migrations -- which would be easier to accomplish w/ a libvirt-based test.
