mgr/dashboard: New RBD snapshot names should be prefix with a local time bound ISO timestamp not UTC

Description
Check the column 'Created' in the RBD snapshot table for example. The pipe should display date/time values using the browser locale.
The RBD snapshot creation modal will append a UTC timestamp to the name - but it's more convenient to use a local timestamp with TZ prefix instead.

Hm... I'm not sure about the description, the column seems fine - but the snapshot creation name is UTC - for this no `cdDatePipe` is in use or needed. I assume you mend the creation modal suffix for the snapshot name?
