rgw: bucket index update rely on pg state

Description
Since the object version number is being used to update the bucket index, if we'd backup, remove, restore the pool the bucket index update would be broken.
- Priority changed from Normal to High
- Project changed from Ceph to rgw
- Priority changed from High to Normal
I think a simple solution for that would be attaching the pool id to the version number. Then, assuming that different pool id meaning version is bigger.
