mon: catch up on committed items before attempting to join quorum

Description
This will prevent a mon that is way behind from dragging down the mon cluster when it comes back online.

Any chance this is related with an issue I noticed last night, in which the primary mon was receiving and displaying (repeatedly?) messages issued by another mon as much as 3 hours before?
Not sure exactly what you mean, but that sounds a bit like the behavior when the encoding changes and the monitors aren't upgraded in unison. If you just upgraded to latest master (which includes a pg_pool_t encoding rev) make sure all the ceph-mon's are running the latest code.
