Enabling debug ms = 10 either minimizes or fixes it. boooooo.

pretty sure this is from mon memory leaks:
- mon hits its memory threshold, all client reader threads block
- clients time out and reconnect
- old sessions/connections are killed, the reader threads do not unstick because tehy are waiting on teh throttle cond
- since memory is really leaked, the throttle never makes progress
latest master (fix leak fixes) shoudl resolve this.
