See #14399 Due to timezone bugs in hammer, we had to ensure uniform time zones on all test machines. We need to be able to configure specific tests set mira (and maybe others machines) to different time zone configurations (presumably the same TZ at the moment. We also need to have a way to set TZ as required by specifying tests. Note to self: As a timezone for each machine in the yaml) in order result of this issue we need to find such bugs in understand what are the future. requirements for TZ setting for ceph-qa-suites
