Currently, you can take a backup of a detached volume and send to a Swift/RBD S3/swift backend. We want to be able to take backups of an attached volume by taking a snapshot and backing the snapshot to Swift/RBD/etc. backend. i.e. https://blueprints.launchpad.net/cinder/+spec/cinder-live-backup S3/Swift
