closedOpenstack: backup from in-use volume instead of from detached volume

Description
Currently, you can take a backup of a detached volume and send to a Swift/RBD backend.
We want to be able to take backups of an attached volume by taking a snapshot and backing the snapshot to Swift/RBD/etc. backend.

In case of ceph as a backup driver & ceph as a volume driver as well; backups work when forced (without the need for a change in rbd driver); however cinder doesn't allow a force flag at all for backups1. However for the rest of openstack cinder drivers to allow for a force backup; probably snapshotting before a backup has to be forced by the driver
