https://github.com/ceph/ceph/pull/43457 Right now, it's impossible to change the tiebreaker monitor in stretch mode. That's an issue if the monitor needs to be replaced for any reason. So, add a mon command which sets the tiebreaker field, while ensuring it still follows other constraints.
