closederasure-code: enable jerasure-2 SSE optimizations

Description
gf-complete, the library used by jerasure-2, decides to use SSE instructions based on CPU features found at compile time. It is therefore disabled so that the binary does not fail when running on a CPU that does not have the same features as the one used to compile.
A pull request tracks the progress of the change upstream, as well as a corresponding issue

The problem with enabling that flag is that it apparently also gives the compiler license to use SSE2 instructions in any code, not just code using SSE2 intrinsics.
