ceph-deploy should fetch keyrings always

Description

If keyring files exist in the cwd and they are dated/wrong ceph-deploy will say it has them and will not attempt to re-fetch.

It doesn't even warn you that they might be different. It assumes.

There isn't a reasonable way to implement this. The use case is deploying to a new node and having stale files in the `cwd`. Re-fetching always would be good if it wasn't so expensive to do so every single time.

Closing this for now, as this is more a workflow issue (a user has to ensure a clean working directory) than a re-fetch key one.
