closedOpenStack <=> RBD docs should specify that config stanzas should be put at top of config files

Under "Configure OpenStack to use Ceph", it should be mentioned that the supplied configuration stanzas ought to be placed at the top of the respective '[DEFAULT]' sections, rather than the bottom.
Many daemons use the last value specified for each config parameter, but OpenStack seems to use the first. Of course, the user can hunt down and change each individual parameter, but who wants to do that? ;)

This bug has been judged too old to fix. This is because either it is either 1) raised against a version of Ceph prior to Luminous, or 2) just really old, and untouched for so long that it is unlikely nowadays to represent a live documentation concern.
