`/etc/init.d/ceph status` occasionally exists silently

Description

I have a cluster that got wedged somehow, and when I run `/etc/init.d/ceph status` it simply exits with status 0. That's not helpful. Running with -v gets me:

ubuntu@burnupi48:~$ sudo /etc/init.d/ceph -v status
/usr/bin/ceph-conf -c /etc/ceph/ceph.conf -n mon.0 "user" 
/usr/bin/ceph-conf -c /etc/ceph/ceph.conf -n mds.0 "user" 

I'm not sure what information might be useful for debugging.

Hmm. `/etc/init.d/ceph restart` is doing the same thing.
