mkcephfs appears to fail to add osds to the odsmap in 0.72rc1

Description

Script that was able to produce a working cluster in 0.67.4 failed to work in 0.72rc1. This was reported externally as well. Trying to narrow down which version it first showed up in.

Bug appears to be caused by the following commit:

This may not be mkcephfs specific as I suspected originally.

Why are we opening bugs (or even attempting to work on) something that is deprecated?

If I'm a user who wants to get started with Ceph, this sends a disparate message. Should that user go with mkcephfs that is marked as deprecated but somehow gets attention from developers to get fixes in? Or they should go with ceph-deploy?

Agree with Alfredo. It also seems a bit unsustainable to keep working on deprecated tools in the long run. If we have to keep mkcephfs working for some reason, we should then make clear why and define what sort of stuff we want to keep fixing and until when; otherwise we should focus on ceph-deploy.
