Description

This PR https://github.com/ceph/ceph/pull/54671 is going to make the NVMEoF daemon dependent on the mons. That means we need to make sure it's always upgraded after the mon daemons. Currently, in a staggered upgrade it's upgraded after the mgr, at which point the daemon will fail to start if the mon isn't the expected version. We need to prepare staggered upgrade for this change to come through, and upgrading NVMEoF near the end shouldn't be an issue (that's what already happens in non-staggered upgrades)
