hmm... I presume RocksDB numbers are inaccurate. Perhaps it doesn't take removed data records into account or something.
As a brute force investigation approach I'd suggest to export bluefs via ceph-bluestore-tool's bluefs-export command and learn the actual size it takes. Also you might try to compact the DB and check what would be the stats afterwards...
