Description

if the tooltip is used to show something inside the table component, when you hover and leave the table does a flicker.

So a probable solution will be to use ngbPopover instead of ngbTooltip in the usage-bar component.

To reproduce:
Go to OSDS page and hover over the usage bar. and then quickly try to hover over another usage bar and try repeating this process until your eye hurts
