SSE-S3 is enabled by default by AWS recently (https://docs.aws.amazon.com/AmazonS3/latest/userguide/UsingServerSideEncryption.html).
Introduce a config to make the sse-s3 encryption on by default to all newly created objects if the header was empty in the request.
