version:18.1.2
step:
1. create a image
2. create 5 snapshots,protect them(more snapshots make it easier to reproduce this issue).
3. delete this image on dashboard,then report “Failed to delete RBD 'pool/image' RBD 'pool/image' is busy.”
4. check the image,all snapshots have been deleted，but image still exists.

After reading the code,I think this issue exists in all versions.
