Its possible that the MDS that was replaced by setting mds_join_fs for cephfs2 filesystem gets assigned as acn active mds after failing rank0 mds for the first filesystem (cephfs) causing the test to fail - since now there are 2 standbys without mds_join_fs set and the monitor can choose any of the two.
