Description

Currently when CephFS volume is created with command ceph fs volume create x the command creates automatically the required pools for the volume.

Similarly to RGW in #58692 , the automatically created data pool for CephFS volumes should have the "bulk" autoscaler flag set if autoscaler is enabled, so that the data pool gets the PG it needs to actually perform. Users who do not use autoscaler and manage PGs by themselves should not be affected.

It is seen again and again that people miss the step of manually setting the "bulk" flag on the data pool after creation of CephFS volumes, and as mentioned in the referred RGW issue "it's what the 'bulk' flag was made for".
