Description
Various paths which call MDSMonitor::fail_mds_gid should also plug PAXOS so that the pending FSMap is batched with the OSDMap update. This ensures that the two map updates are committed simultaneously. During mon failure scenarios, we don't only want the OSDMap update done and the FSMap change lost.
