Description

In most places in the rados suite we use `sudo ceph config set mgr mgr_pool false --force` (see https://github.com/ceph/ceph/pull/40740/commits/d6c66f3fa6141bbb50a782c15196bdeb0e80e21d). Due to the mgr regression tracked in #55304, we should set mgr_pool=true for some subset of tests in the rados suite to prevent these kinds of mgr dependency bugs early on.
