OSD faild with crc error after "ceph osd rm" and "ceph osd require-osd-release nautilus"

Description

1.upgrade from luminous 12.2.8 to nautilus 14.2.10
2.mon upgrade over, some osds were luminous, some were nautilus.
3.osd.X down; osd crush remove osd.X; osd rm osd.X(important) ;
4.after rebooting all osds(all osds were nautilus)，execute ceph osd require-osd-release nautilus
5.then you will find all osds filed with crc error: "got incremental XX but failed to encode full with correct crc; requesting"

https://tracker.ceph.com/issues/46443, same problem, but only the immediate cause is given. I don't know how these two commands are related
