open[test] update Ubuntu VM image used for qemu_xfstests

Description
It's currently based on Ubuntu 12.04 (http://download.ceph.com/qa/ubuntu-12.04.qcow2). The kernel included is 3.2 and xfstests.git checkout we end up using is about as old (https://github.com/kdave/xfstests/commit/e5f1a13792f20cfac097fef98007610b422f2cac).
The SUT is librbd on the host, not the kernel/filesystem in the VM, so it still does the job but any tweak to the test environment results in sporadic failures. See discussion in https://github.com/ceph/ceph/pull/46045 for an example.

which version of ubuntu will you use? I want to based new version to reproduce the bugs. Thanks!

I would probably go with the latest longterm release, so 22.04 LTS ("Jammy Jellyfish").
Please note that no one is working on this cleanup ticket yet, though. If your tests come back green, it would become a dependency.
