Description

If you have a setup of host A, B, C with mgr on A and B where the one on A is active and you then apply a mgr spec that should put a mgr on B and C you end up with a mgr on A, B and C. This is because we consider the active mgr never ok-to-stop so it isn't removed. Doing a "ceph mgr fail" will cause the mgr on A to be removed the next time around, but we should be able to handle this without this additional step being needed.
