Description

AS title says, it's been seen on occasion (but not frequently) that upgrade will fail, saying that there is not standby mgr, even though 2 mgr daemons are running. In all known instances of this, stopping and restarting the upgrade has fixed the issue, so it seems that the failure is transient.
