cephadm hangs forever if the mon cannot bind on the provided port (--mon-addrv). For example:
cephadm --image registry.hub.docker.com/rkachach/ceph:custom-v0.2 bootstrap --mon-addrv [v2:192.168.100.100:1] --initial-dashboard-password admin --allow-fqdn-hostname --dashboard-password-noupdate

Change fix was reverted by the PR https://github.com/ceph/ceph/pull/46245 as it caused cephadm to hang on a dense node (with more than 120 disks). During the analysis we observed that cephamd hangs forever waiting for podman process which in turn remains also waiting forever for conmon which has already exited. podman version used on this node was 3.3. More analysis is needed in order to determine the root cause but at first glance it seems a podman BUG.
