pretty sure this was because a pacific backport of https://github.com/ceph/ceph/pull/45534 was in that test run. Once that was removed from https://github.com/ceph/ceph/pull/45716 and another run was done this didn't pop up again. So this issue shouldn't actually be present in any branch in the codebase, just something to be aware of when we try to backport that change again.

I still want to backport that change into pacific so I think we can leave this open for now until we're able to make the backport successful without hitting this.
