Description
In ceph-ansible, this was done as part of system tuning https://github.com/ceph/ceph-ansible/blob/master/roles/ceph-osd/tasks/system_tuning.yml#L48-L59.
Cephadm should try to do the same. Not doing so could potentially lead to osd failures
-1 bdev(0x556ac2874800 /var/lib/ceph/osd/ceph-9/block.db) _aio_start io_setup(2) failed with EAGAIN; try increasing /proc/sys/fs/aio-max-nr

already works in pacific onward, issue I saw was with a very early pacific version before it was implemented
