Description
1、use the following command to create mfa for non-existent user "user-for-test" which leads to error "unable to modify user, user not found"
radosgw-admin mfa create --uid=user-for-test --totp-serial=MFAtest --totp-seed=492dedb20cf51d1405ef6a1316017e
2、use the following command to list the object in default.rgw.otp，and object "user:user-for-test" was listed which shouldn't be created
rados ls -p default.rgw.otp
