looks like https://download.ceph.com/debian-pacific/dists/bionic/main/binary-amd64/ does not provider python-rbd/rados for python2. python2 is still default for bionic, do we plan to offer it? thank you.

Don't think so, you can either upgrade or install python3 for pacific
