Description

I made some usability improvements in https://github.com/ceph/ceph/pull/43373, but accidentally switched things so the disalllowed_leaders member is only displayed in "mon dump" when you're in stretch mode. You can set disallowed leaders based on election modes; stretch mode not required!

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
