ceph.py does it's own install, config, and start of ceph. ceph-deploy.py does the same using ceph-deploy.

ceph-chef.py should install chef (or maybe a separate chef.py should do that?), install the ceph-cookbooks, and configure + start a cluster using chef. this will give us test coverage of the cookbooks.
