teuthology scheduling of tasks needs to work on vms.

Description
Currently there are issues with scheduling and with downburst failing on tasks starting from the queue.
Other issues may still crop up. The actual vm running portion is doing fairly well. This is needed for further progress to be made on many issues currently affecting QA.
