Straight Debian support needed for Teuthology

Description
Teuthology should be modified to work on non-Ubuntu machines. Potential gotchas I see here is that the current code uses both Debian and Ubuntu wording/commenting/variable-names. If we're lucky these correspond correctly but any existing bug misusing these has not been caught yet.

works fine for rbd and fs workunits. rgw test is still not working, looking into that
have asked Sandon to include a few more packages for debian in ceph-qa-chef.
