Description

datalog notifications are just an extra channel to broadcast changes to other zones, who will eventually see those changes from the datalog itself. we should make these notifications optional, and run multisite tests in both configurations. all tests should pass without needing notifications - relying on the notifications could mask bugs of the underlying data sync
