Description
When we use the "putbucketacls" API, if the bucket does not exist, the error code we get is "nosuchkey", but the more reasonable one is "nosuchbucket"
<Error><Code>NoSuchKey</Code><BucketName>my-bucket1</BucketName><RequestId>tx00000000000000000001a-005fe97ebc-2a7e9-cn-north-3a</RequestId><HostId>2a7e9-cn-north-3a-cn-north</HostId></Error>

Sorry, the "putbucketails" in the title should be "putbucketacl"
