I think it would help people help themselves a lot if we enumerated the various pg states and what could
cause them and what to investigate to fix them. This is probably mostly an inversion of information we already have
in troubleshooting-osd, but I think it could be a useful one.

This bug has been judged too old to fix. This is because either it is either
1) raised against a version of Ceph prior to Luminous, or
2) just really old, and untouched for so long that it is unlikely nowadays to represent a live documentation concern.
