Description

ATM, `cephadm boostrap` will always generate new SSH keys, unless `--skip-ssh` option is used.

But `--skip-ssh` also skips `ceph mgr module enable cephadm`, `ceph orch set backend cephadm`, etc...

We should add new `--ssh-private-key` and `--ssh-public-key` options, so the users can provide their own ssh keys.
