Teuthology seems to timeout too soon after reboot and downstream tests fail

Description

I noticed that PR https://github.com/ceph/teuthology/pull/1426 introduced a regression on downstream tests that include targets reboot since they seem to timeout too soon and they fail. After I reverted it on my teuthology server tests started passing the point after reboot again.
