cephadm: make default image configurable

Description
This is mostly a thing for pre-configured distributions.
In case the default upstream image is not desired, because there is a supported or inhouse alternative, it should be possible to change the default cephadm container image to a different image.
E.g. a user runs
cephadm shell
and suddenly the default image from upstream is used to spawn the container.

How does one set an env variable system-wide?
I would prefer to be able to set a MON config-key with the default value.
If env variable is defined, it should override the MON config-key.

I've learned that `cephadm bootstrap` is already storing the pulled image path in a config-key:
# ceph config-key exists 'config/global/container_image'
key 'config/global/container_image' exists
