Description
build-integration-branch takes PRs in the default sort order, which is "sort=created&direction=desc" - see https://developer.github.com/v3/pulls/#list-pull-requests
As a result, newer PRs get merged before older ones, which is unfair and leads to situations like https://github.com/ceph/ceph/pull/28452 where a contributor had to rebase their PR 3 times and were then requested to rebase a fourth time...
