Ocata is the oldest (non-EOLed) version of OpenStack.

Hello Sebastian, I opened a PR for this ticket. I researched the OpenStack Keystone docs. I'm not an OpenStack user myself, however, I verified that the commands listed for Kilo are still valid even for the latest dev.

The only differences appear to be in Identity version (v2 vs. v3). To my knowledge, Ocata is in Extended Maintenance. Pike is the oldest release still being maintained. I verified as far back as Ocata that the commands are still valid.
For that reason, I changed the title from As of Kilo to Ocata (and later).
If there's anything I'm missing, please let me know.
