Description

The monitor has an OpTracker now, but it doesn't warn on slow ops the way the MDS or OSD do. We should enable that to detect future issues like #2114.

That PR got merged a while ago and we've been working through the slow ops warnings that turn up since. Seems to be almost done and going well!
