The ceph command should time out

Description

When using ceph to query certain parts of the cluster, there should be an option to time out after a certain set number of seconds.

Use case: In Chef cookbooks, I can't use ceph to query the health of the monitor cluster by using "ceph mon stat", as it will hang forever in case the monitor is offline.

A different exit code might be handy to (to distinguish a timeout from a failed command (wrong parameters, wrong authentication...)

I'm hitting this too ... I wanted to monitor the health more closely with the recent mon issues unfortunately it often just hangs if there is an issue.
