Description
The original observed problem is that it failed to detect clock skew in run /a/sage-2017-08-27_02:16:57-rados-wip-sage-testing2-20170825a-distro-basic-smithi/1568940
The diagnosis was that ntp must have corrected the skew before the mon saw it.
The attempted fix was to disable ntp for the duration of the test in pr https://github.com/ceph/ceph/pull/17331. But then the job fails even more with various mon malfunctioning:
The original false negative seems to be very rare, so this isn't a high priority to fix.
